HPC Meeting Minutes - March 8th, 2018

Thursday March 8, 2018 at 4:00 p.m.
Swanton Public Library

Present: Reg Beliveau, Ron Kilburn, Neal Speer, Members; Elisabeth Nance, Secretary

1. Welcome and Agenda Review – Mr. Beliveau called the meeting to order at 3:07 p. m.  Ms. Nance noted commissioner terms need to be staggered; Mr. Kilburn reminded everyone this needed to be done by the Board of Trustees.Ms. Nance asked if the commission wanted to appoint an alternate commissioner who would make up a quorum, when necessary.Mr. Beliveau added election of officers to agenda since all commission members are present.  Mr. Kilburn asked to add Any Other Necessary Business

2. Old Business
a) Election of Officers
Mr. Kilburn made a motion, seconded by Mr. Speer, to appoint Mr. Beliveau Chair.  Motion carried.
Mr. Beliveau made a motion, seconded by Mr. Speer, to appoint Mr. Kilburn Vice Chair. Motion carried.
b) Review and approve Rules of Procedure – Mr. Speer made a motion, seconded by Mr. Kilburn, to approve the Rules of Procedure as written. Motion carried.
c) Discuss updating inventory of historic buildings – Mr. Kilburn clarified the state updates the inventory upon recommendation from the village; this is a project the commission may not yet be ready to take on.
d) Discuss kiosk:  There was discussion about whether this was a commission project and, if so, what information would be included. Mr. Speer informed commissioners a kiosk wasdesigned several years ago. It was noted the construction of a kiosk is a projecteligible for funding through the CLG program.
e) Mr. Kilburn will contact Fred Wiseman and Glen Gurwit to see if either is interested in joining the commission or otherwise working on historic preservation.

3. New Business
a) Update on CLG process – Ms. Nance will request the application since the first four of the "six easy steps to becoming a CLG" have been completed.

4. Any Other Necessary Business
  • Mr. Kilburn gave an overview of how the state and nation registers function, including examples of the cost to complete the nomination form for the national register.
  • Mr. Kilburn introduced commissioners to the book, Buildings of Vermont, in which four
  • Swanton structures are listed: barn on Tabor Point, Richwood Estate, Mausoleum in Riverside Cemetery, and Robin Hood Ammunition site.
  • Mr. Kilburn informed the commissioners the Agency of Commerce and Community Development presented Norwich with an award for tasks Swanton could replicate. He suggested commissioners watch the video, Cycle of Change
  • Mr. Speer made a motion, seconded by Mr. Kilburn, to appoint Ms. Nance as an alternate commissioner in the event a quorum was necessary. Motion carried.
5. Set next meeting date – April 12, 2018 at 4:00 p.m. at the Swanton Public Library

6. Adjourn – Mr. Speer made a motion at 4:48 p.m., seconded by Mr. Kilburn, to adjourn. Motion carried.
